To qualify for a bed at the CCNC, individuals must meet the following requirements:
Adult Status: Participants must be 18 years of age or older.
Local Residency: Individuals must have a verified tie to one of our 3 partner cities: Garden Grove, Westminster, or Fountain Valley.
Homelessness Verification: Potential participants must have documented verification of their unsheltered status.
Functional Independence: Participants must be able to independently perform their Activities of Daily Living (ADLs). This includes the ability to manage personal hygiene, dressing, and self-feeding without physical assistance, as the facility is not a medical or assisted living site.
Support Animals: We accept one support animal per participant, subject to capacity and staff review during the intake process.

Our goal is to provide a stable foundation as you work toward permanent housing. To maintain this environment, all participants agree to follow these core guidelines:
Core Safety Rules (Zero Tolerance)
To ensure the safety of all guests and staff, the following are strictly prohibited on site:
No Violence: Any acts or threats of violence are not tolerated.
No Drugs or Alcohol: The possession or use of illegal substances or alcohol is prohibited.
No Weapons: Weapons of any kind are not permitted on the property.
No Theft: Respect for others' property is required; theft or destruction of property is cause for exit.
Daily Living & Conduct
Respectful Communication: Guests are expected to use respectful language and refrain from derogatory or vulgar comments.
Curfew & Attendance: There is a daily 8:00 PM curfew. Participants must sign in daily for verification.
Personal Hygiene: Maintaining personal hygiene and appropriate dress is required in all common areas.
Smoke-Free Environment: Smoking is prohibited inside the building and sleeping areas. Smoking is only permitted in designated outdoor areas.
Property & Belongings
Storage Limits: Participants are limited to 2 large bags (suitcases or duffel bags) of personal property.
Security Screenings: All bags and personal items are subject to inspection upon entry to ensure site safety.
Sleeping Areas: Cubicles must be kept clean and clear of unauthorized items or heavy objects.

How to Access Services (Referral Only)
To maintain a safe and orderly environment, the CCNC does not accept walk-ins. Admission is strictly managed through our designated professional outreach and liaison partners.

Belongings: Guests are permitted to bring a maximum of 2 bags of personal property.
Housing Focus: This is a short-term stabilization program. All participants will work closely with a Case Manager to secure a permanent housing solution.
The Central Cities Navigation Center (CCNC) is thoughtfully designed to provide a safe, dignified, and service-integrated environment that supports stabilization and pathways to permanent housing. Located on an 18,250-square-foot site, the approximately 11,363-square-foot facility represents 100% adaptive reuse of a former industrial warehouse, transformed into a climate-controlled, ADA-compliant, trauma-informed residential space. Organized around a central communal hub, the layout promotes engagement, accessibility, and efficient service coordination. The 85-bed navigation center is open 24 hours a day, 7 days per week, and has a variety of services and amenities to help residents achieve self-sufficiency within 120 days.

History
The CCNC represents a regional collaboration dedicated to addressing homelessness in Orange County’s Central Service Planning Area. Developed through a partnership among the Cities of Garden Grove, Westminster, and Fountain Valley, the CCNC reflects a shared commitment to delivering compassionate, coordinated, and outcomes-driven solutions to unsheltered homelessness.
The project originated in 2022, when the partner jurisdictions formalized a Tri-Cities Memorandum of Understanding to develop a centralized, service-rich interim housing facility. An underutilized industrial property at 13871 West Street was identified as the preferred site, and the cities collectively advanced acquisition, funding, and development. Groundbreaking took place on June 13, 2023, initiating the adaptive reuse and rehabilitation of the facility. The project celebrated its ribbon cutting on June 5, 2024, in partnership with the County of Orange, with operations commencing shortly thereafter.
Supported by $11.55 million in County funding and additional State Encampment Resolution Funding, the CCNC exemplifies how strategic regional collaboration and adaptive reuse can transform dormant infrastructure into vital community-serving space. Since opening, the center has served hundreds of individuals through structured stabilization stays focused on healthcare coordination, income growth, and permanent housing placement.
Today, the CCNC stands as a model of shared governance and regional innovation—demonstrating how cities can pool resources to deliver measurable, humane, and sustainable solutions to homelessness.
